Minutes For The 30th Of March 2005

CORRISPONDANCE, this was read out and dealt with.

MOTORWAY, letters were sent out to the Scottish Executive to object against the proposed M80 project. Letters of objection were also sent out by residents of our Village of Castlecary. The Scottish Executive replied to all letters of objection which were received. Bus Gates on the M80 slip roads have now been added to the M80 plans as part of the interchange at Castlecary.

JAG, have made a DVD showing a presentation against the online upgrade of the A80, and they want to come along to all Community Councils to give a presentation. Our group have asked for a copy of this presentation to be sent to us so we can watch it at one of our future meetings.


The Public Enquiry is expected to start proceedings the June, although we are waiting for a formal announcement. Graham Grier will be put forward as our spokesperson at this enquiry.


MEMORIAL GARDEN / GRANT, our group have secured a grant for £300 from NLC and we thank Councillor Gordon Murray for supporting this application. This grant will be put towards a new Gazebo for the Grassy Knoll area.

GRASSY KNOWL, our group now have prices for various models of Gazebos. Albert has to inquire to whither a discount can be given on the model which we have chosen. The 7th of May has been suggested for work to begin on installing the benches at this area. Tommy & Graham will meet at the Grassy Know to decide where these benches should be situated.

DUNBLANE HYDRO, thank to you Joyce & George for arranging this night out. All the money has now been paid for this event, at no cost to any of our groups.

TREASURERS REPORT, this was read out by George and was accepted by all.

XMAS CARDS & GIFTS, thank you to George & Joyce for purchasing the gifts which were distributed to each household in Castlecary. Thank you to all who helped distribute these gifts.

GARDEN PARTY, this was carried forward to our next meeting.

CORRESPONDENCE, this was read out and dealt with.

MOTORWAY, there will be a pre public enquiry on the 6th of June in Cumbernauld. All parties who want to give evidence / statements at the enquiry will have the chance to group together to state their case. George Ferguson will represent our Residents Association, Graham Grier our Community Council and Albert MacBeath his family. All 3 of us will contact each other to help co ordinate our cases.

CCC / JAG, The CCC are holding a meeting to discuss our roles at the enquiry as well as how to present our evidence.

MEMORIAL GARDEN, carried forward.

GRASSY KNOWL, our group are looking at the possibility of buying a pagoda instead of a gazebo as the main feature for this new project. It was decided to wait to talk to Tommy to get a unanimous decision on this purchase. NLF & other groups were to be contacted to see if they could help our group. Our planned weekend voluntary work was suspended for that weekend and carried forward to our next meeting.

COUNCILLOR MARGARET MURRAY, all our committee sends our deepest sympathy to Councillor Gordon Murray and his family at the sad loss of our friend Margaret. Our community was supported by Margaret in all our past campaigns and projects. Our group will attend the service for Margaret to show our respect. A small donation of £50 will also be made to Strathcarron hospice.

GARDEN PARTY, a provisional date for the 18th of June has been set for our annual Garden Party, this will be confirmed at the next meeting. This event will again be free of charge to all at the party. Barbecue, drinks & home baking will be available.

SPONSORED WALK, fund raising events were discussed to try and raise funds for our new garden project and a sponsored walk was chosen as the most feasible option. A walk from Bowling to Grangemouth was suggested with an easier walk from Castlecary to Falkirk for those who wanted. Saturday the 20th and Sunday the 21st of August was chosen for this event. Albert will get draft sponsorship forms printed for our next meeting. Final details to be set at our next meeting.

AOB, a newsletter was to be drawn up for sometime in June once we have all the dates for our events sorted out.

CORRESPONDENCE, this was read out and dealt with.

MOTORWAY, there will be a pre public enquiry on the 6th of June in Cumbernauld, and Albert & Marjory will go along to get further information on the exact procedure for putting our case forward. Both George & Graham will be representing our Residents and Community Council at the Public Enquiry.

CCC / JAG, The CCC are holding a meeting to discuss our roles at the enquiry as well as how to present our evidence.

MEMORIAL GARDEN, Tommy will be stripping the wooden slats from the benches and Graham will supply the paint for these to be painted. Further work to the rose beds will be carried out as well as weeding & sanding of the mono block areas.
GRASSY KNOWL, it was decided that the covered seating area would cost to much money ( £2200 ) so we have looked at buying a wooden pagoda to become the centre piece for our new garden. This structure is 12 foot wide and costs just over £300. It was decided to go ahead and purchase this pagoda, and Tommy will be asking a representative from NLC if they could possibly install this for us. Tommy has arranged a meeting with NLC to discus further work & costs to make improvements to the grassy knoll.

SPONSORED WALK, Fliers and sponsor sheets have been drawn up for this event. Our walk will now be staggered over various dates to allow for working members of our group as well as to allow the walk to be carried out in good weather.

GARDEN PARTY, this will take place on the 18th of June between 3pm and 5pm. Joyce & George will buy the food for the party, and Graham will cook. Tommy will arrange the music and electrical supply as well as help erect the tents. A flier and party invitation will be sent to every house in Castlecary. A bouncy castle has also been arranged to help keep the Children amused. All our guests will be served complimentary barbecue food, drink and snacks. This cost to our group will be expected to be under £200, and exact costs will be available at our next meeting. Thank you to everyone who is helping out at the party.

CORRESPONDENCE, this was read out and dealt with.

MOTORWAY, Albert will be preparing the Statement Of Case for his family, George will be preparing for the Residents Association and Graham will be preparing for the Community Council. All the dates for submissions have been made and noted. The PI will now be held in October and not during September as previously thought. Albert will pass on any email to both George & Graham regarding the M80 PI. More detailed plans and Statements Of Cases should be available for our next meeting.

CCC / JAG, have put us on their emailing list to help keep us updated on any developments with regards to the M80 PI.

MEMORIAL GARDEN, Tommy will be stripping the wooden slats from the benches and Graham will supply the paint for these to be painted. George & Joyce are buying logroll and other products for the garden and Tommy will install the log roll. Tommy, Joyce, Mark & Andrew will be moving some slabs to the garden from Joyce & George’s home, which will be used for the picnic benches. Measurements will be taken for the decking area. NLC, have agreed to help with some of this work. A memorial to Allan Davenport was discussed and carried forward to the next meeting.
GRASSY KNOWL, Tommy contacted NLC gardening dept with regards to installing the pagoda. This work has now been done and is looking very nice. NLC will help with future work in the garden once the area is measured out for where the picnic benches are going to be located.

SPONSORED WALK, Fliers and sponsor sheet information have been sent out to each home in Castlecary. George & Joyce will be the first to start this walk. Marjory & Albert has had to postpone there walk to a later date on account of health reasons.

GARDEN PARTY, this took place on the 18th of June between 3pm and 5pm. Thank you to Joyce & George for buying the food and drink, to Tommy & Mark for putting up the tents, to Graham for cooking and to Marjory & Gordon for there help arranging the bouncy castle and for there help on the day. Thanks to all who helped clear up after the party also. The event was regarded as another success and all food, drink and entertainment was supplied free of charge to all party guests with the bill for the even being paid by the Community Council. Thank you all once again for all your hard work.

CORRESPONDENCE, this was read out and dealt with.

MOTORWAY, Albert & George have written there Precognition’s for the LPI with regards to the M80. Both sets of documents have been sent of to the Reporters Office. Both documents were read and it was agreed that many good points had been made to add strength to our case for an M80 Bypass of Cumbernauld. Graham could not make make the meeting, but had talked to Albert to say that his case Precognition was also ready. Albert has to contact Graham to arrange a meeting when Albert & Marjory get back from Sweden..

MOTORWAY, LPI, The LPI starts on the 3rd of October and will last for 3 weeks. It is expected that our objections will be heard in the third week of proceedings. Albert has written to the Reporters Offices to confirm this. We have received 4 boxes for documents from the Scottish Executive which outline there case. We have received other documents from the other groups involved. The case prepared by the CCC / JAG group is very well written and contains a very good & strong case against the A80 upgrade. We would like to thank the CCC & JAG for there good work wish them all the best of luck.

MEMORIAL GARDEN & GRASSY KNOWL, Tommy has spoken to representatives from NLC, who have kindly agreed to install the picnic benches for our group. 1 bench will sit on a slabbed area which will be suitable for wheelchair users, children’s prams etc. The other3 benches will sit on the grass, but this will only be a temporary measure until we can get the turf cut out and install a wooden frame with bark infill as a base. Tommy is also buying more paint for the benches and will also paint the benches before or after instillation. A new path ( slabbed or mono blocked has been suggested to connect the grassy knoll to the main garden ) This will be carried forward to the next meeting..

SPONSORED WALK, Congratulation to Joyce & George who completed their walk from Bowling to Grangemouth and raised well over £100 for our group ( approx. £140 ) All our committee gave this fine couple a round of applause and made a toast in honour of them both. Albert & Marjory raised & £30 towards our funds, although the final stage of their walk has still to be completed.

GARDEN PARTY, Well done to all our group who helped organise this event. It was decided to hold this even next year again and we shall be keeping this event which included food, drinks & entertainment, free of charge to all visitors.

CORRISPONDANCE, this was read out and dealt with.

MOTORWAY LPI, Precognition’s from Albert, George & Graham have been sent to the Reporter. Albert & Marjory will attend the LPI for the 3 to 4 weeks which the inquiry will last. If dates and times are suitable, both George and Graham will try to attend to give their evidence.

The CCC are representing the main case on behalf of the majority of Community Councils in the Cumbernauld area. Albert & Marjory will be presenting their own case. Councillor Gordon Murray will also be putting evidence forward supporting our community.


MEMORIAL GARDEN, Albert has to contact Councillor Murray with regards to the fitting of Christmas lights on the tree in the garden. Tommy will contact NLC with regards to replacing the Peace Roses. Graham will make inquiries about new Dog Fouling signs. Further work will be carried out in the Spring in the garden including, removal of mint plants and general tidying up. Joyce & George said they would buy some more log roll for the garden and this will be fitted by Tommy.

GRASSY KNOWL, In the Spring the Pagoda will be painted black. Mono blocking paving and circle area will replace the proposed decking areas. New bins will also be priced. Further work will be carried out in the Spring of 06.

SPONSERED WALK, George & Joyce raised £146 sponser money for their walk across Scotland. Both George & Joyce were given a vote of thanks for their hard work. Albert & Marjory raised £30, although due to illness their walk was postponed to a later date. All monies raised will be used towards our Grassy Knoll Project.

BRASS PLAQUES, different designs of plaques were looked at with a view to future use as memorial tributes. After discussion it was decided to use small individual plaques rather than one or more larger designs.

POPPY WREATH, Marjory has ordered the wreath from the Lady Haig fund. On Remembrance Sunday, Tommy will lay the wreath in the Memorial Garden.

CORRISPONDANCE, this was read out and dealt with.

MOTORWAY NEWS, the M80 LPI has now finished and the Reporter is expected to hand over his report to the Roads Minister early 2006. The Roads Minister will then consider the Reporters findings and then make an announcement shortly afterwards.

A vote was taken of Castlecary Community Council members and it was decided to write to Bobby Johnston from the CCC to get an full report of their groups preferences for the proposed M80.


MEMORIAL GARDEN, Albert made enquiries into Christmas lights for our Villages Xmas tree. Graham will make inquiries about new Dog Fouling signs. Further work will be carried out in the Spring in the garden including, removal of mint plants and general tidying up.


GRASSY KNOWL, Our groups application to NLC for funding for improvements to this area has passed several stages and funding for the total project is looking good. Rough designs for this area which include thistle mono blocking, a memorial wall, Japanese flower beds, shrub areas and dry stone dyke have been drawn up by our group and these will be the foundation for any future work.
